‘News-talk show’ excluded from policy project – Dainik Amader Shomoy

“News or talk shows” have been excluded from the draft policy on the prevention of obscenity, revenue collection from OTT (over the top) online platforms, and the regulation and revenue collection of such platforms. The Ministry of Information and Broadcasting’s revised draft policy was submitted to the High Court on Sunday. The High Court bench consisting of Justice JBM Hasan and Justice Raziq Al Jalil set next Wednesday the next order in this regard.

Lawyer Tanveer Ahmed was in favor of the court summons. Deputy Attorney General Tushar Kanti Roy represented the Ministry of Information. Lawyer Khandkar Reza-e Rakib appeared for BTRC.

Lawyer Tanveer Ahmed said that since the word “news or talk show” has been omitted from OTT (over the top), these will not be considered OTT content.

In accordance with clause 2(4) of the revised draft policy, the definition of over the top (OTT) has been amended as below. Where on the (OTT) means a type of media service, which is a variety of entertainment programs, dramas, movies, documentaries, fiction, non-fiction, sports, docu-fiction, infotainment, advertising, video-on-demand content services delivered to viewers via the Internet or similar technologies. . In this clause, the part “services of live streaming or recording content etc. of unmodified content (other than news and talk shows) of television channels licensed to broadcast or display in Bangladesh” is omitted.

Previously, Clause 15(6) of the Ministry of Information and Broadcasting’s draft policy on “Policy for the Provision and Management of Content-Based (OTT) Services Over the Top (OTT)-2021”, which was submitted last June, stated that “only entertainment programs other than those defined as content on the OTT platform, advertisements, etc. can be promoted. However, no news or talk shows may be broadcast. In addition, Clause 13(6) of the draft stated that “No type of news or talk show may be broadcast without the defined content”.

In June last year, a draft policy to prevent OTT (over the top) online platform obscenity, collect revenue and regulate such platforms was submitted to the High Court. The draft policy was submitted separately by the Ministry of Information and the BTRC.
